I know I've shared this before, but every Friday (well, almost every Friday) I produce a report for the City Council which addresses the issues of the day. I use it both as a review of the week behind and a preview of the week ahead. I write this report for and to the City Councilmembers, but I also share it with City staff through our Intranet. Here's what I had to say in the May 19 Friday Report:

1. Fire Station #4 Parcel – Sue Kotchevar and I met this week with Fire and Community Development staff to analyze the cost apportionment of the 1.09 acre parcel owned by the City that adjoins our new Fire Station #4 site. We have computed the minimum price that we must receive for this parcel to cover our past investments in the site.
2. Meeting Minutes – As we have discussed at recent Council meetings, staff are planning to make fundamental changes in the protocol we use to record minutes at Council meetings and workshops. We are also planning to extend these changes to our boards and commissions. We sent two of our recording secretaries to a training session on taking meeting minutes last week. We will begin implementing those changes during the summer.
3. Home Based Business Meet & Greet – Small home-based businesses form a substantial percentage of our local business economy. David Lindahl and the Chamber of Commerce have organized a “Meet & Greet” opportunity for our home-based business community. The Meet & Greet will be held at the Naar Grille at 4:30 pm on Wednesday, May 24.
4. Full Load Test – We will be conducting a full load test of the City Center emergency generator on Sunday, May 21 from 6-8 pm. This test involves a complete shut down of externally supplied electrical power to the City Center building, including the School District and C.H. Robinson office spaces. This is an important test because it will reveal potential vulnerability in our building’s emergency response systems.
5. Fire Relief Pension – Public employees pensions have been in the news recently. While we don’t have much direct control of the pension systems at the state level, we do have direct control over the Fire Relief pension system for our volunteer fire fighters. The current actuarial position of our Fire Relief pension, as of December 31, 2005, shows that our pension system is 95% funded, which is very strong. Projections show the fund at 85-96% funded for the next five years. These funding levels are also considered to be strong.
6. Mayor Arrives Home– The Mayor is scheduled to arrive home today around 12:30 pm.
7. Union Contract Negotiations – City and union negotiators for IUOE Local #49 met this week and reached agreement on a tentative contract offer for the union employees that work in our street maintenance, park maintenance, fleet maintenance, and utility operations. The tentative contract will be submitted to the union members for a ratification vote sometime before the end of this month.
8. Meeting with Chamber President – I will be meeting with Chamber of Commerce President Pat MulQueeny today to discuss arrangements we need to make in order to jointly host a meeting with interested parties to discuss the proposed traffic study of the intersection of W 78th St. and Singletree Lane. We will share the meeting time and date details with Councilmembers.
9. Cemetery Task Force Report – Staff are planning to share the Cemetery Task Force’s final report with the Council at the June 6 workshop.
10. City Manager Performance Review – I will schedule a closed session for the Council to conduct my annual performance review at the end of regular business at the June 6 City Council meeting. Mr. Harry Brull will join the Council to present the data collected in the review process. -end-
